TECHNOLOGY TRANSFER BILL SIGNED INTO LAW

President Clinton recently signed into law H.R. 2196, The National Technology Transfer and Advancement Act of 1995. Sponsored by Technology Subcommittee Chairwoman Connie Morella (R-MD), the new law (P.L. 104-113) creates significant and important incentives for the prompt commercialization of new technologies created under a cooperative research and development agreement (CRADA). P.L. 104-113 provides guidelines that expedite the negotiation of a CRADA addressing a major concern of private sector companies, and assures the industry partner adequate property protection for the research they fund.
