Background
Point Mugu is the Navy's premier test and evaluation center for Navy weapons. Laboratory and test facilities are collocated with air and sea test range capabilities to provide the option to mix laboratory simulation with actual flight testing. Point Mugu employs a work force of 3,800 people and serves as the hub for a 32,000 square-mile sea test range that is linked with various laboratories and ranges in the southwestern United States. The Point Mugu complex consists of the main base, which includes the Naval Air Weapons Station; Laguna Peak, a 1,500 foot mountain located one-half mile east of the main base; a deep water harbor at nearby Port Hueneme; San Nicolas Island, offshore from Point Mugu; and Santa Cruz Island.

Mission
To be a full-spectrum research development, test and evaluation, and in-service engineering center for weapons systems associated with air warfare, missiles, and missile subsystems; aircraft weapons integration; airborne electronics warfare systems; and to maintain and operate an air, land and sea range complex.

Technologies:
Reliability Test Laboratories
Production acceptance test and evaluation for ship-and aircraft-launched weapons is formed based on simulated mission profiles, using combined environmental tests with controlled temperature, humidity, rain, snow, salt fog, shock load, and acceleration from sea level to 150,000 foot altitudes. The random and sinusoidal vibration capability at Point Mugu's sea test range is available for reliability and qualification tests. The all-around functional and environmental missile test capability is unique.

Hardware-in-the-Loop Systems
Simulation laboratories provide analog and digital simulation of major system components with hardware-in-the-loop. System performance is evaluated in a hostile electronic countermeasure environment involving actual components and computer-simulated in-flight dynamics. These data are evaluated for end game and force-level effectiveness.

Software Support Activity
Tactical software support is provided to develop, evaluate, and maintain software for integrated tactical offensive and defensive airborne systems. Environmental and performance software simulations and man-in-the-loop and electronic hardware simulations provide test and evaluation of totally integrated hardware and software subsystems.

Electronic Warfare
Electronic warfare facilities use system equipment and aircraft test beds to develop, test, evaluate, and support radio frequency, electro-optic, and infrared warning receivers and countermeasure devices. Laboratories, airborne devices, and simulation equipment are also available for electronic warfare test and evaluation in electromagnetic environments and development of counter-countermeasures.

Anechoic Chamber Facilities
Anechoic chamber facilities provide the capability for vulnerability and survivability evaluation in the areas of radar signature and electromagnetic compatibility. The bistatic anechoic chamber (BAC) is used for radar signatures of various targets, threat weapons systems, and threat simulation vehicles designed to minimize monostatic back-scattered radar energy. The unique BAC characterizes radar signatures over the full range of bistatic angles necessary for complete survivability assessment.
Unique Test and Evaluation Facilities:

Instrumented Range Aircraft
Four highly modified aircraft for surveillance, data relay, electro-optic signature measurement, and photographic documentation are available for a variety of range missions in connection with operations at Point Mugu or other standard ranges, or on a stand-alone basis at remote locations. Instrumentation includes multibeam E-band telemetry; receive, relay, record, and display; command, control, and destruct; global positioning systems; multilateration tracking; ocean impact scoring; satellite communications; geophysics; surveillance/range clearance; cruise missile launch; and hard points for specialized pods up to 2,000 pounds. A flexible mission payload allows the addition of other instrumentation.

Data Acquisition Systems
Precision tracking radars track skin echo or coded transponder signals at the Point Mugu and San Nicholas Island sites. Pulse Doppler tracking capability is also available.

Photo-Optical Assets
These assets are used for precision positioning and video documentation. Theodolites collect missile acceleration, velocity, and space positioning data. Cinesextants track systems for video and photographic documentation. A long standoff photo-optical system provides high-resolution coverage that land-based systems cannot cover.

Telemetry Capabilities
These capabilities include 6 low-gain and 11 medium- and high-gain antennas located at Point Mugu, Laguna Peak, and San Nicolas Island. Telemetry systems consist of receivers, recorders, and decryption, processing of up to 16 streams of PCM, 8 of PAM and 4 of FM in real time, with display systems that include strip chart and multifunctional video display consoles.

Battle Management Interoperability Center (BMIC)
BMIC provides the capability to conduct over-the-horizon targeting, command and control, and strike mission/scenario planning with operational units in a test and evaluation environment.
